Permissions
Sogon only asks for a permission when you press a button. Launching the app, changing settings, or starting a recording never opens a permission dialog. Settings → General → Permissions shows the current state as Granted, Denied, Not determined, or Unavailable.

Allowing a permission you denied
macOS won't show the dialog again for a permission you denied once. In Settings → General → Permissions, press Open Settings next to the item to open the right page in System Settings, and turn Sogon on there.
If shortcuts don't respond right after you allow Accessibility, quit and relaunch Sogon.
